NIH Public Access Policy: Implementation and Feedback

The NIH Public Access Policy is in effect as of July 1, 2025.

In response, Authors Alliance and SPARC have created a form to collect information about challenges or questions faced by authors, librarians and their institutions in complying with the roll out of new public access policies by federal grant making agencies in compliance with the OSTP directive to make federally funded research freely available to the public immediately upon publication.

We are particularly interested in hearing from you about:

  • Challenges with publishers whose policies may disallow their uploading of articles to agency-designated repositories;
  • Common questions or points of confusion expressed by grantees; 
  • Confusion or questions about agency guidance;
  • Other technical, legal, or practical barriers to depositing articles; 

Responses to this form will be used to help Authors Alliance and SPARC develop resources to help authors, researchers, university administrators and librarians as they navigate the roll out of new Federal Public Access Policies. Your input and feedback are essential to our work in navigating these roll outs.

If you opt in to sharing, we will publish your responses anonymously on our website. If you chose to include your email address for follow up, we will keep that information private and use it only to get in touch with you about your questions and to share new resources we develop related to the implementation of federal public access policies.
